  John Ayala, Ph.D., P.E.

Dr. Ayala has over 18 years of experience in maintenance, repair, and overhaul activities conducting and directing research and development activities in the areas of lean manufacturing, work measurement, engines, components, structures, materials and coatings. He is currently the Chairman of the ACAA and a recipient of the 1998 U.S. Army Material Command Engineer of the Year and 1999 Hispanic Engineer of the Year for Military Technical Achievement. Dr. Ayala's educational background includes a Doctor of Engineering and Master of Science in Industrial Engineering from Texas A&M University and a Bachelor of Science in Electrical Engineering from St. Mary's University in San Antonio. Dr. Ayala currently serves as the Director of the Aerospace, Manufacturing, and Systems Engineering Division of TCAT.

  W. Don Dickson, Ph.D., P.E

Dr. Dickson currently has 30 years of extensive experience in managing research projects and research organizations, 21 years in industry and 9 years in academia. He has successfully integrated the expertise of industry, academic and military on many research contracts, both military and commercial. Having started his career as an Electrical Engineer, he moved into management positions early in his career, focusing on meeting customer's needs by carefully integrating the best talent from numerous interdisciplinary sources to solve problems. Dr. Dickson is a 2004 recipient of the Regents Fellow Service Award at Texas A&M University. Dr. Dickson's educational background includes a B.S., M.S. and Ph.D., all in Electrical Engineering from the University of Texas at Arlington. He served as Executive Director of TCAT from its inception in 1994 to 2008. He currently serves as Director of Special Projects.

  William "Skip" Mills

Mr. Mills is a retired U.S. Air Force Colonel with over 30 years of experience managing both staff and operations. Areas of experience include information technology, training, planning, budgeting, program, personnel, and quality management. Mr. Mills has had extensive interaction with clients, consultants, and leaders at all levels of the Government. He successfully proposed and implemented the first GSA Environmental Advisory Services contract for any public university research group. He also integrated research and development partners for the Brooks City-Base Project. Mr. Mills' educational background includes a B.S. in Mechanical Engineering from Arizona State University and an M.B.A. from Southern Illinois University. He is currently the Director of the San Antonio Operations Division of TCAT.

  Dean L. Schneider, Ph.D.

Dr. Schneider's 24-year career includes experience in the areas of training and education technologies, new building commissioning services, LEED™ technical assistance, environmental assessments, environmental stress screening and electrostatic discharge control programs. He was an Assistant Professor of Electrical Engineering and served as Assistant Dean for Academic Affairs with the Air Force Institute of Technology. He is currently the Manager, Energy & Environmental Sustainability, at the San Antonio Operations Division of TCAT. Current projects, with a combined budget in excess of $5 million, provide technical assistance for the Department of Defense, Department of Energy, the Environmental Protection Agency the Texas Commission on Environmental Quality and the State Energy Conservation Office. Dr. Schneider's educational background includes a B.S. in Electrical Engineering from Texas A&M University, a M.S. in Electrical Engineering from the Air Force Institute of Technology and a Ph.D. in Mechanical Engineering from the University of Texas.

  Patrick D. Sculley, D.D.S., Major General (retired)

Dr. Patrick D. Sculley previously served as the Executive Director of Sigma Xi, The Scientific Research Society, a 65,000-member honor society for scientists and engineers with more than 500 chapters at academic institutions, government laboratories and industry research centers. He had a distinguished career in the U.S. Army, serving in a number of senior positions. He retired from the Army in May 2002 with the rank of major general after 29 years of service, culminating as deputy surgeon general of the Army, chief of the Army's Dental Corps, and chief of staff of the U.S. Army Medical Command (MEDCOM). Dr. Sculley received a B.A. in biology at Washington and Jefferson College in 1969 and went on to earn a degree in dental surgery at the State University of New York at Buffalo and a master's in health services management at Webster University. He served residencies at Fort Meade and Fort Knox and is a graduate of the Army's Command and General Staff College and the Army War College. He has received numerous awards and recognitions, including the Distinguished Service Medal, the Legion of Merit with three Oak Leaf clusters, and the Gold Cross of Honor of the German Bundeswehr. He was the Association of Military Surgeons of the United States (AMSUS) 2001 Federal Health Care Administrator of the Year. Dr. Sculley joined TCAT in September 2006 and will serve as the Director of Science and Technology. He is located in San Antonio, TX.

  James A Wall, Ph. D.

Dr. Wall is a retired Army Acquisition Corps officer with 22 years of service. His last Army assignment was as a Senior Computer Scientist with the Army Research Laboratory at Aberdeen Proving Grounds in Maryland. He has extensive experience in command and control systems, distributed simulation environments, and virtual reality applications. Dr. Wall currently serves as the Director of the Computing and Information Technology Division of the Texas Center for Applied Technology. He is the program manager for the Digital EMS program and the Texas A&M University lead for a research program entitled University XXI which is focused on digitization research in support of Army transformation. Additional current research activities are related to the use of simulation to support emergency responders. Dr. Wall holds a Ph.D. in Computer Science from Texas A&M University and a Master of Science in System Technology (Command, Control, and Communications) from the Naval Postgraduate School. Dr. Wall currently serves as the Director of the Computing and Information Technology Division in TCAT. In October 2005, Dr. Wall was appointed as an Associate Professor in the Department of Industrial and Systems Engineering at Texas A&M University.
